Housing Authority eyes San Jose homes, offices, retail village near downtown


SAN JOSE — Homes, offices and retail could be part of an urban village on a big lot near downtown San Jose through a plan that is under very early consideration by the Santa Clara County Housing Authority, an agency official said Tuesday.

To be sure, the plans are preliminary and could be altered. Still, on a lot that fronts on East Santa Clara Street, along the eastern edges of downtown San Jose, a proposal for a new village is being considered. And some of the residential units would be set aside as affordable housing.

“There is an urban village guiding principal for that area,” said Katherine Harasz, executive director of the Housing Authority. “We are not at the point where we know exactly what would be developed there.”

However, a preliminary filing with San Jose city planners indicates the Housing Authority is contemplating as many as 750 residential units, or more; up to 300,000 square feet of offices, or more; and ground-floor retail that would serve the new village and the nearby area.

New residential units might be especially welcome amid a housing crisis in the Bay Area that has battered prospective buyers and renters with skyrocketing residential costs.

“Giving somebody a Section 8 housing voucher for federal rental assistance doesn’t always result in finding a landlord who will rent to them,” Harasz said. “It works a lot better if you can give them a voucher and an apartment. There are plenty of folks who don’t have vouchers and rely on affordable rents to live in our community.”

The site is a largely vacant lot that’s bounded by East Santa Clara, North 14th, East St. John and North 15th streets. If the county-owned property is developed, Santa Clara County health facilities that are adjacent would remain, the filing with the city stated.
